Cook the Dainty Jasmine Rice according to package instructions.
Meanwhile, in a medium bowl, whisk together the soy sauce, garlic, sesame oil, brown sugar, rice vinegar, ginger, and chili garlic sauce, if using. Set aside.
Heat a large sauté pan over high heat. Add 2 tbsp of the oil, and when hot, add the ground beef. Using a spoon, break up the ground meat and cook until browned and fully done, about 5-7 minutes.
Pour the sauce over and bring to a simmer. Stir in ¾ of the sliced green onions and cook for 3-4 minutes.
Heat another frying pan over medium high heat. Add the remaining 1 tbsp oil and 1 tbsp butter. Once mutter is melted, crack the eggs into the pan. Reduce the heat to low and fry until the whites are set and the yolk is still runny, about 4-5 minutes.
To serve, portion the rice into 4 bowls, top with the ground beef, then the sunny side up egg. Garnish with sesame seeds and remaining sliced green onions.
