Cook the Dainty Royal Rice according to package instructions. Keep warm.
Heat a large skillet over high heat. When hot, add the vegetable oil. Add in the onion, bell pepper, and celery. Sauté for 5 minutes, or until the onions become translucent. Add the garlic powder, cayenne or red pepper flakes, thyme, bay leaves, and minced garlic. Sauté for another 2 minutes.
Add in the chicken stock and drained beans. Bring to a boil and reduce to medium low. Allow to cook for 30 minutes to allow the vegetables to soften and reduce the stock a little bit. Adjust seasoning with salt and pepper.
To serve, spoon some of the Dainty Royal rice into a bowl and ladle some of the beans over top. Garnish with some sliced green onions.
